Project Engineer – Capital Procurement

Job Description

The ideal candidate for this position is an engineer with 1-4 years of practical engineering experience with a strong project management background,  This position is responsible for day to day purchasing of Capital Equipment and Services for various plants for both growth and sustaining CapEx and OEM spend within GEC and will be a member of the GEC Procurement team reporting to Global Director – Capital Procurement.

The essential duties include:

  • Negotiating, contracting, and purchasing equipment, spare parts and services required for various plants within GEC
  • Working closely with internal stakeholders to deliver optimal supplier solutions, build credibility and relationship with key stakeholders and influence decision makers to commit to a Total Cost of Ownership (TCO) approach.
  • Engaging with plant and technical teams early in the buying process in order to ensure compliance to purchasing methodology for the category right from planning and supplier selection process all the way through competitive bidding / negotiations and contracting stage in order to meet engineering requirements as well as key success factors that include Total Cost of Ownership (TCO)

Principal Accountabilities

  • Coordinate with stakeholders to obtain specifications and Statement of Work (SOW) for equipment and services to be procured
  • Develop and deploy detailed request for information(RFI) to gather all vendor information to help towards finding right supplier partners
  • Develop and deploy detailed request for quotes (RFQ) and Requests for Proposals (RFP)
  • Utilize best negotiation tools available to obtain best possible outcome
  • Work with other team members to refer to relevant should-cost analysis and cleansheet in order to get insight of fair price of the product and services being procured
  • Actively pursue low cost country sourcing initiatives
  • Ensure all statutory, regulatory and internal controls requirements are met
  • Ensure all procurement activities are conducted ethically, with integrity
  • Monitor supplier adherence to timing and cost objective, and ensuring compliance with Purchase Orders and Agreements
  • Manage warranty and returns with suppliers
  • Develop and monitor supplier performance to metrics established
  • Research supply risk, develop risk mitigation measures and contingency plans
  • Systematically achieve and track cost savings
  • Coordinate supplier communication in a timely fashion with internal stakeholders (Engineering, Maintenance, Facilities, Manufacturing) and external stakeholders such as suppliers and service providers for all supplier related matters
  • Resolve payment issues with vendors and accounts payable
  • Evaluate vendor quotes and proposals in accordance to defined schedules and defined Statement of Work (SOW) and engaging in next level of negotiations utilizing various tools in the toolbox
  • Negotiate contract terms and work with legal to execute supply agreements
  • Review requisitions and issue purchase orders
  • Monitor for smooth requisition to pay process
  • Ensure all equipment purchased conform or exceed GEC’s safety standards and ensuring insurance and indemnity requirement of supplier contractors
  • Constantly partner with internal customers to positively influence spending decisions


Educational and Other Skill Requirement

• Bachelors or advanced degree in Engineering preferred

• 3+ years of engineering experience and 1 + year of procurement/ supply chain experience in capital procurement in a manufacturing company with a mature procurement function

• Experience with negotiating capital and service level agreements

• Detail oriented and organized with good project management skills

• Ability to read and interpret engineering drawings, standards and specifications

• Proficiency in Microsoft Word and Excel and working exposure to Purchasing module within ERP system like SAP and/or Oracle

Working Conditions and Environment

• Office environment, and minimum travel (<10%) to manufacturing facilities
